You lift the lid and the top of the pile is moving. It is a genuinely unpleasant moment, and the first instinct is usually to reach for something that kills them.
Hold off. In most home compost bins the larvae you are looking at are black soldier fly larvae, which are among the fastest decomposers you can have in a pile, do not bite, and actively push out house flies. The question is not how to kill them. It is which larvae you have, and what their presence is telling you about the pile.
Four species turn up in home compost, and they are easy to tell apart once you know what to look for. Oregon State University Extension is direct about the most common one: soldier fly larvae will not harm you or the compost, and they help break down plant and animal tissue.

Yes, and it is not a close call. Hermetia illucens is now widespread across North America. Young larvae are grey-white and very active; as they mature they darken, flatten, and develop a tough skin. They have no legs, and the blunt rear end carries the breathing pores.
What makes them worth keeping is what they eat and what they displace. Soldier fly larvae are voracious consumers of nitrogen-heavy material, exactly the kitchen scraps that cause most compost problems. University of Florida IFAS notes that adults have no functional mouthparts, do not feed, do not bite, and are not considered a disease vector, which is the opposite of a house fly.
They also crowd out house flies. Dense soldier fly populations make a substrate unattractive to house fly females, so a bin that develops a soldier fly population tends to have fewer of the flies you actually mind.
Why This Works: Every Element Has a Function
Permaculture design asks what job an organism is doing before asking how to remove it. Soldier fly larvae shred material microbes cannot reach, aerate the wet layer by moving through it, and occupy the niche a house fly would otherwise fill. Three functions from something most people would spray. The pest framing is often just an identification problem.

If you are still setting up, choosing the right bin shapes how often this comes up at all, and it is worth treating flies as ordinary integrated pest management rather than a compost emergency.
The core numbers are well established. Cornell's composting resource puts the starting carbon-to-nitrogen ratio at about 30:1, with moisture between 40 and 60 percent. Below 40 percent moisture microbial activity slows; much above 60 percent and you get the anaerobic pockets that produce smells and standing liquid.
Bury the scraps, do not tip them on
The EPA recommends covering food scraps with 4 to 8 in. (10 to 20 cm) of dry leaves or other browns. A fly cannot lay eggs on material it cannot reach, and this single habit fixes most surface maggot problems.
Add browns until the ratio is right
Aim for two to three parts brown material by volume to one part green. If the pile is wet, smelly and crawling, it is nitrogen-heavy. Shredded leaves, straw, cardboard and sawdust all work.
Turn it and check the temperature
Turning brings the outer material into the hot core and introduces oxygen. Oregon State University notes that soldier fly larvae cannot tolerate temperatures above 113F (45C), which a well-balanced pile clears easily. Above 131F (55C) you are also killing pathogens and weed seeds.
Keep meat, dairy and grease out
These are what bring blow flies and rodents. Everything else in a domestic kitchen composts without drama.
Fix the drainage
Rat-tailed maggots only appear where liquid is standing. If the base of your bin holds sludge, add coarse browns and open up the bottom of the pile.
Common Mistake to Avoid
Do not pour anything on the pile to kill larvae. Salt, vinegar, bleach, lime and boiling water all appear in online advice, and all of them damage the microbial community that is doing the actual composting, while the flies simply return the following week. Insecticides have no place in a compost pile that is going onto food crops. Biological larvicides such as Bti have a narrow role for fungus gnats in enclosed indoor systems, but in an outdoor heap they are unnecessary. Fix the conditions and the population sorts itself out.

Two caveats worth taking seriously. If meat or animal waste went into the pile, it needs proper thermophilic heating and a full cure before it goes near salad crops. And cool systems that never heat up, including worm bins, deserve a longer cure for the same reason: nothing in them ever reached the temperature that kills pathogens.
Worm bins behave differently in one more respect. Fungus gnats and the occasional soldier fly larva in a worm bin are competing with your worms for food rather than helping. The fix there is not heat, which would kill the worms, but a drier surface: bury the food, lay damp newspaper over the top, and stop overfeeding.
