Your raised beds are winding down. The tomatoes are done, the soil has dropped a couple of inches below the top board, and the easy move is to pull the spent plants and walk away until April. That bare bed will still be there in spring. It will just be poorer, denser, and weedier than the one you took ten minutes to cover.
Winterizing a raised bed is not a big project. For a standard 4x8-foot (1.2x2.4 m) bed it is roughly 30 to 45 minutes and $15 to $30 in materials, and it front-loads work you would otherwise be doing in a cold, wet spring. Below is what the research supports, what it does not, and the order we would do it in.
Three jobs, in this order: top up the organic matter, protect the surface, and decide whether anything will be alive in that bed over winter. Everything else is optional. Extension guidance across very different climates converges on the same core numbers, which makes them a reliable starting point rather than regional folklore.

What is measured is what happens to bare soil. A 2026 study in Plant and Soil by Núñez and colleagues found long-term bare fallow plots lost soil organic carbon compared with vegetated treatments. Separately, Ge's 2025 work in Geoderma showed freeze-thaw cycling breaks down soil aggregates and reduces erosion resistance. Repeated freezing and thawing acts on soil structure much the way tillage does, and your bed does not need that treatment four months running.
Compost, and less of it than you probably think. Oregon State University Extension recommends spreading 1 to 3 inches (2.5 to 7.6 cm) of composted organic matter and working it into the top 6 to 8 inches (15 to 20 cm) with minimal passes, warning that over-tilling creates a dense layer that blocks roots and drainage. Illinois Extension puts the annual figure at 1 to 2 inches (2.5 to 5 cm) and notes that mushroom, manure-based, plant, or worm compost all work.
Manure needs care. Colorado State University Extension advises against more than 1 inch (2.5 cm) of manure or manure-based compost without a soil test, because salts accumulate. In a raised bed with fixed soil volume and no subsoil to buffer it, that ceiling matters more than in open ground.

Fall is also the time to test. Lime and sulfur take months to shift pH, so a fall application has all winter to work. Soil pH is the cheapest problem to find and the slowest to fix, which is why you want to know now rather than in May.
Why This Works: Soil Armour
Permaculture and regenerative growers call surface cover "soil armour", and the logic is production, not philosophy. A forest floor is never bare, so its biology keeps working, its nutrients stay put, and its structure never crusts. Every inch of leaf litter on your bed does the same three jobs. You are keeping the workforce fed through the off-season so it is running on day one in spring.
Shredded leaves are the best option most gardeners already own. They are free, they break down by spring, and running a mower over a pile twice cuts them fine enough to knit together. Straw is the paid alternative, worth the money on beds you want to plant early because it lifts off cleanly in March. Wood chips belong on paths and around perennials, not on annual vegetable beds you will be planting into in a few months.

Mulch does more than smother weeds. Utah State University Extension recommends mulching over carrots, beets, and parsnips to stop the ground around them freezing, which is how you keep harvesting into winter instead of pulling everything in October.
Skip the Plastic Sheeting
Clear or black plastic traps moisture with no air exchange, and you can end up with anaerobic, sour soil by spring. It also makes an excellent vole hotel, and voles spend the winter eating the roots of anything you overwintered. Want a barrier? Use breathable landscape fabric. Want fertility? Use leaves.

Winter is productive time for soil if you keep it covered. Freeze-thaw cycles work amendments into the profile without you turning anything, worms pull surface organic matter down, and fungal networks keep operating under mulch at temperatures where most other activity stops. Apply compost and mulch in fall, then leave the bed alone. The mistake is turning soil repeatedly over winter believing you are aerating it. You are mostly breaking up structure and biology that took a season to build.
Fall, for most raised beds. It gives slow-release nutrients months to become plant-available, lets winter moisture integrate the material, and takes a job off the spring list when time is scarce. The usual objection is nutrient loss over winter, and that is exactly why the covering step matters. Compost under mulch or a living cover crop holds its nutrients far better than bare compost exposed to winter rain. The two practices work together rather than as alternatives.
The principles hold, the scale changes. Containers freeze harder than raised beds because they are exposed on all sides, so grouping pots against a wall and mulching the surface matters more, not less. Cover crops rarely make sense in a container, but a layer of shredded leaves does the same protective job.
