Same cut. Different context. Penn State Extension's guidance on utility line clearance pruning is blunt that topping is a prohibited practice, and many municipal codes agree. Pollarding survives as an exception because it is planned from the tree's youth and never re-opens old wood.

Which Trees Can You Pollard?

The dividing line is dormant bud reserves. Some species carry banks of latent buds under the bark on older wood, held in check by hormones flowing down from the canopy. Remove the canopy and those buds fire. Species without that reserve simply cannot replace what you cut, so the stub dies back and decay walks in.

Oak Wilt: A Hard Seasonal Rule

Michigan State University Extension advises strictly avoiding any oak pruning between 15 April and 15 July, when sap beetles carrying the oak wilt fungus are active and fresh wounds are most attractive to them. Winter is the safe window. If a wound must be made in the growing season, seal it. Ash is a separate problem: emerald ash borer and ash dieback have changed the calculation on a species that Europeans pollarded for centuries.

Start on a young tree

Best window is roughly the first 5 to 15 years, when the main stem is about 2 to 4 in. (5 to 10 cm) across at your chosen head height. Attempting a first pollard on a large forest-grown tree asks far more of it than it can deliver.

Set the head height and mean it

Six to eight feet (1.8 to 2.4 m) suits most homestead uses: high enough that goats and deer cannot reach the regrowth, low enough that you can cut from a step ladder. Higher for stock, lower for hand-harvest convenience. Once chosen, you never change it.

Make the first cuts in dormancy

Cut the leader at head height and select three to five scaffold branches spaced evenly around the stem near that point. Use the three-cut method on anything over about an inch (2.5 cm): undercut first to stop the bark tearing, then a top cut to drop the weight, then a clean finishing cut. Late winter puts the tree at peak stored carbohydrate and gives the wound a whole season to close.

Cut back to the knuckle, not into it

This is the detail that decides whether your pollard lasts. Each cycle, remove the new shoots and a thin slice of last year's wood, leaving a short stub above the older head. That stub holds the buds for next year. Cut flush into the knuckle and you strip the bud bank and open compartmentalised old wood to decay.

Pick a cycle and keep it

One year for basketry willow, two to three for pea sticks and light poles, three to seven for firewood and bean poles. Skip a decade and the shoots get heavy enough to tear out of the head, which is how old pollards fail. If you inherit a lapsed pollard, reduce it over several seasons rather than in one cut, and get an arborist to look at anything above head height.

Felling a tree converts a living system into a one-time payment. Pollarding takes the interest and leaves the principal, because the root system and trunk stay intact while only the annual growth leaves the site. Four yields, and most small properties want two or three of them at once.

Fodder is the strongest case. Mulberry leaf runs 14 to 34.2 percent crude protein with high digestibility, per a 2020 review in Antioxidants, which puts it in the range of purchased concentrate feed. NC State Extension's fodder tree trial for goats evaluated white mulberry among other species for leaf biomass and browse preference. Cut branches, hand them over the fence, and the goats strip them.

On biomass, UK short rotation coppice trials put average willow yield around 8 oven-dry tonnes per hectare per year (roughly 3.2 tons per acre) on a suitable site. A pollard system on a small property will not match a dedicated plantation, but a handful of willows on a wet corner produces a surprising quantity of stakes and kindling.

The fourth yield is light. Pollarding lets you hold a tree at a fixed size beside a vegetable bed, so you get the roots, the leaf litter and the windbreak without the shade creeping across your growing space each year. That is also why prunings work so well as chop-and-drop mulch, returning the nutrients directly beneath the tree that produced them.

Why This Works: Each Element Serves Many Functions

A pollarded mulberry is doing five jobs at once: fruit for you, leaf protein for the goats, prunings for mulch, shade you can switch off, and roots holding a slope. Permaculture design asks every element to justify itself more than once, and a tree you can cut on a schedule is the easiest place to apply that test. Compare it to an ornamental maple, which does one job and gets more expensive to maintain each decade. That is also the logic behind nitrogen-fixing trees in a planting plan.

A Realistic Starting Point

Plant three willows or one mulberry this year. Set the head at 7 ft (2.1 m) in the third or fourth winter. Cut annually from then on. You will have fodder, stakes and mulch on a repeating schedule, and a tree that gets more valuable rather than more of a problem, which is the opposite of how most landscape trees age.
