Why Your Seedlings Look Fine at Dusk and Flat by Morning
You set out twelve tomato transplants on Saturday. Sunday morning, three of them are lying on the soil, cut clean through at the base like someone went down the row with scissors. Nothing is eaten. The plants are just felled.
That is cutworm damage, and it is one of the few garden problems where the diagnosis is almost certain from the symptom alone. The frustrating part is the timing: cutworms do their damage in the first week or two after planting, which means by the time you notice, the window for prevention has closed for that batch.
The good news is that the fix is cheap, fast and physical. The more interesting question, and the one most guides duck, is that the standard extension advice for cutworms directly contradicts what soil-building gardeners are told to do with mulch. We will get to that.

The field mark that settles it: disturb one and it curls into a tight C. Almost nothing else in your soil does that.
The full life cycle runs about 35 to 60 days at moderate temperatures. Eggs hatch in 3 to 10 days, larvae feed for 20 to 40 days through five to seven instars, then pupate in the soil. Which species you have determines when they show up and whether they overwinter in your garden at all.

Black cutworm is worth singling out. Iowa State reports that it cannot survive sustained freezing, so northern populations arrive fresh every spring on nocturnal low-level jet streams, flying at altitudes up to 5,000 ft (1,500 m) and reaching the Midwest as early as late March. Your cutworm problem may literally have flown in from Mexico six weeks ago.
This matters practically: subterranean species like black cutworm are stopped by collars and soil-surface treatments. Climbing species like variegated cutworm walk right up the stem past a collar, so they need a different answer.
Is It Really a Cutworm? Ruling Out the Look-Alikes
Four things cause toppled or chewed seedlings, and they need different responses. Get this wrong and you will spend a season fixing the wrong problem.
Cutworm: stem severed cleanly at or just below the soil line, overnight, plant lying nearby and sometimes partly dragged into a hole. No slime, no chew marks on leaves.
Slugs: ragged holes in leaf tissue plus a silvery dried slime trail. Stems usually intact.
Damping-off: stem pinched, darkened and water-soaked at the base rather than cut. Fungal, not chewed, and the plant collapses rather than falls over cleanly.
Rabbits and deer: leaves and growing tips removed at a height, stems left standing, damage often across a whole row.
Go out in daylight, not at night
The larva is hiding in the top 1 to 2 in. (2.5 to 5 cm) of soil within a few inches of the plant it cut. Daytime is when it is findable.
Scrape a 4 in. (10 cm) radius around the stump
Use your fingers, not a trowel. You want to feel the soil, not slice through what you are looking for. Work outward from the cut stem in a slow spiral.
Look for the C
A fat grey-brown caterpillar that curls tight when touched is your confirmation. Drop it in soapy water. If you find nothing after two or three plants, reconsider the diagnosis.
Which Plants Are at Risk, and for How Long
Tomatoes and peppers at transplanting are the classic casualties, because the stem is still soft. Extension pest lists from Mississippi State University Extension and others consistently name tomatoes, peppers, brassicas, beans and corn as the crops most affected, which maps closely onto the crops most people set out as transplants in our companion planting chart. Damage frequently happens within the first night or two after planting.
The vulnerability window has a hard edge, which is genuinely useful. Iowa State reports that black cutworm larvae must reach the fourth instar before they are large enough to cut a corn plant, and that cutting stops once corn reaches the V5 stage because the plant is too structurally robust to sever. The garden equivalent: once a transplant's stem is roughly pencil-thick and woody at the base, you can stop worrying and take the collars off.
Timing is regional. University of Minnesota Extension's 2024 cutworm update found small-larva leaf feeding starting late April to mid-May in Minnesota counties, with cutting by larger larvae following roughly three to four weeks later, in late May to early June. Those small notched holes in leaves are the early warning that most gardeners walk past.

Five Defenses That Hold Up
Collars on every transplant (10 minutes, near zero cost)
Cardboard tubes, cut-down yoghurt pots, milk cartons or foil. Push roughly 2 in. (5 cm) into the soil and leave about 2 in. above it. The below-ground portion is the part that matters, because subterranean species cut below the surface. Remove once stems toughen.
Clear weeds and terminate cover crops 4-6 weeks before planting
This is the most consistently supported cultural tactic in the literature. Moths prefer to lay in weedy or residue-covered ground, and young larvae need that vegetation to feed on. Iowa State notes that early weed control and timely cover crop termination reduce how attractive a bed is to egg-laying moths in the first place.
Hand-collect after dark
Flashlight, jar of soapy water, check the soil surface around each plant. UC ANR's Backyard Gardener recommends exactly this. No controlled study quantifies its effectiveness, but in a bed of thirty plants the area is small enough and the plants valuable enough that it works.
Transplants over direct seeding
Set out a plant that is already past the most vulnerable stage. Combined with a collar this closes most of the exposure window entirely, which is why it appears on nearly every extension list.
Biological agents, as a last resort
Entomopathogenic nematodes (Steinernema carpocapsae), Beauveria bassiana and Bt kurstaki have reported reductions of roughly 50 to 80% in trials, mainly against early instars. They cost more than a cardboard tube and work poorly on large larvae, so reach for them only when physical and cultural measures have not been enough.
Common Mistake to Avoid
Sprinkling diatomaceous earth on the soil surface and calling it done. It loses effectiveness as soon as it gets damp, which is most nights when cutworms are active, and it kills ground beetles and other soil-surface predators indiscriminately. A collar does the job better and does not cost you your predator community.
Why This Works: Physical Barriers Before Chemistry
Every tactic on that list except the last is an exclusion or timing intervention, not a toxin. That ordering is a permaculture design principle: solve the problem with structure and sequence first, and only reach for an input when structure has failed. The collar works because it exploits the cutworm's own biology, since a subterranean larva that cannot reach the stem simply moves on.
The Mulch Trade-Off Nobody Mentions
Here is the tension. Conventional extension guidance for cutworms leans on clean tillage and bare, weed-free soil. Field crop research cited in reviews of the topic reports that fall or early spring ploughing exposes overwintering pupae to frost, predators and desiccation, achieving 50 to 90% mortality. That is a real effect.
But everything else we know about soil says keep it covered. Mulch and no-dig practice build organic matter, hold moisture and protect structure. Heavy residue also shelters cutworms. Both things are true.
The resolution runs through ground beetles. Penn State Extension reports that generalist predators including carabid beetles can reduce crop damage by around 40% in systems where they are abundant, across a pest range that includes cutworms, slugs and aphids. Those beetles live in the top 1 in. (2.5 cm) of soil and under mulch, hunt at night, and are destroyed by exactly the rototilling and bare-soil regimes that suppress cutworm pupae.
So mulch costs you something in year one and buys you a standing predator population by year three. The practical compromise is spatial rather than either-or: keep permanent mulch across the bed, but pull it back a few inches from each new transplant for the first two weeks, and put a collar on. You protect the vulnerable plant without stripping the habitat.
Research directly comparing cutworm pressure in no-dig versus tilled vegetable systems is thin, and the available results are confounded by differences in predator abundance and soil moisture. Treat the compromise above as reasoned practice, not a proven result.
Why This Works: Predator Habitat Is Infrastructure
A ground beetle population is not something you buy, it is something you fail to destroy. Mulch depth, minimal soil inversion and darkness at night are its three requirements, and all three are free. This is the permaculture idea that the most efficient intervention is often the one you stop doing. The same logic drives our approach to cucumber beetles and to integrated pest management generally.

How do I get rid of cutworms fast?
There is no fast fix once they are active, which is why prevention matters so much here. The quickest effective response is to collar every remaining unprotected transplant tonight, then hand-collect after dark for three or four consecutive evenings with a flashlight and a jar of soapy water. Dig around any freshly cut plant in daylight and remove the larva you find within a few inches of the stump. If losses continue past that, entomopathogenic nematodes applied to moist soil are the next step, though they work best on small larvae.

Extension recommendations for cutworms centre on collars, cultural timing and, where needed, soil-applied nematodes or Bt kurstaki against small larvae, not neem. If you want a low-input option that actually matches the pest's behaviour, put your effort into physical barriers and predator habitat instead.
Will mulch make my cutworm problem worse?
Slightly, in the short term, and better in the long term. Heavy residue does shelter larvae and gives egg-laying moths what they prefer. But mulch also sustains the ground beetle population that hunts cutworms at night, and Penn State reports generalist predators reducing crop damage by around 40% where abundant. Pull mulch back a few inches around each new transplant for its first two weeks, collar the stem, and leave the rest of the bed covered. You get the protection without dismantling the habitat.
